What is Operation Kaveri?

Operation Kaveri is a coordinated effort between the Indian government and its embassy to ensure the safe return of Indian nationals stranded in crisis-affected areas in Sudan. This evacuation was launched on April 24, 2023 in response to ongoing violence in the affected area. It is named after one of the major rivers in India, ‘Kaveri’.

A team of officials including the Ministry of External Affairs, the Indian Air Force and the Indian embassy in Sudan have been appointed by India to ensure proper evacuation procedures are followed. During the evacuation, Indians will be transferred from Sudan to the capital Khartoum, where they will fly back to India.

What is the crisis in Sudan?

  • The military took over the government and entered into a power-sharing agreement

April 2019 when Sudan experienced widespread protests that led to military generals overthrowing President Omar al-Bashir from power. A power-sharing body called the Sovereign Council then led Sudan to elections in 2023.

After the military overthrew the transitional government led by Abdalla Hamdok in October 2021, two military and paramilitary generals engaged in a war that interfered with the planned transition to elections.

A tentative agreement for a transition to democracy was reached in December 2021, but it hit a snag after news of the merger of the Rapid Support Forces (RSF) with the Armed Forces Sudan Armed Forces (SAF) announced. The conflict developed due to escalating tensions over resource control and RSF integration due to disagreements over security sector reform and progress.

  • Dispute between RSF and Sudan Army

A dispute began between the RSF and the Sudanese Army over the merger of the 10,000 strong RSF officers and which agency would oversee the process. However, with RSF General Dagalo saying the process would take 10 years, the army said it would likely happen in the next two years. These disputes have led to tensions in Sudan.

India has established a transit facility in Jeddah and External Affairs Minister V Muraleedharan is responsible for organizing the evacuation of the city to ensure its smooth functioning.

Why was the rescue mission named “Operation Kaveri”?

The rescue operation was named Kaveri to create a metaphorical meaning. Kaveri River is one of the largest rivers in India flowing through the southern states of Karnataka and Tamil Nadu. This river is considered sacred by the people of the region and is worshiped as Goddess Kaveriamma.
