What is the Mizoram Peace Agreement?

The Mizoram Peace Agreement is a historic agreement between the Government of India and the Mizo National Front (MNF) to end two decades of insurgency in the Indian state of Mizoram.

In 1959, Mizoram experienced a devastating famine known as the ‘mautam’. This is an ecological phenomenon that occurs every 48 years and is caused by the flowering of the bamboo species Melocanna baccifera.

When bamboo flowers, it will produce a large number of seeds, attracting black rats. The rats then ate the seeds, leading to their population explosion. When the bamboo seeds ran out, the rats began to eat the stored grain, causing widespread starvation.

The elderly Mizos who experienced the ‘mautam’ in 1911 tried to warn the Assamese government, but their warnings were ignored and considered superstitious. Famine still occurs, many people starve to death.

State and federal governments were unable or unwilling to provide relief, so activist Mizo Pu Laldenga established the Mizo National Famine Front to help affected communities.

The Mizo National Famine Front soon transformed into a political party, the Mizo National Front (MNF). In 1966, the MNF declared its independence from India and started an armed uprising.

The Indian government quickly suppressed the uprising, but the MNF continued to fight for independence for another 20 years.

The ‘mautam’ famine and the MNF uprising were both caused by the same fundamental problem: the lack of political representation for the Mizos. The Mizos have long felt that they have been abandoned by the Indian government, and the ‘mautam’ famine only fueled these feelings.

The MNF uprising was an attempt to gain greater autonomy for the Mizos, and it finally succeeded in 1986, when the Indian government signed a peace agreement with the MNF.

The Agreement was signed on 30 June 1986, in New Delhi, by the Minister of Home Affairs, Government of India, Lalkhama, Secretary General, Government of Mizoram and MNF leader, Laldenga.

The agreement stipulates that the MNF will hand over weapons and ammunition and cut ties with national organizations.

The signing of the Mizoram Peace Agreement was a major turning point in the state’s history. It ended the violence and bloodshed that had plagued Mizoram for two decades, and paved the way for the state’s eventual growth and advancement.

The Mizoram Agreement states: “With the aim of restoring peace and normalcy in Mizoram, the MNF Party, for its part, commits itself within the agreed time frame, to bring in all MNF underground personnel along with weapons, ammunition and equipment. their lives out, to ensure they return to civilian life, renounce violence and generally help in the process of restoring normalcy.”

“Methods to get all underground personnel out and deposit weapons, ammunition and equipment will be calculated. The implementation of the foregoing will be done in accordance with Central Government Supervision” it added.

The Mizoram Peace Agreement is said to have brought peace and stability to Mizoram. Since then, the state has enjoyed a period of sustained economic growth and development. The agreement also serves as a model for other peace processes in India and around the world.
