Pradhan Mantri Garib Kalyan Ann Yojana (PM-GKAY) is a social welfare program launched by the Indian government in April 2020 in response to the COVID-19 pandemic. It aims to provide financial support to the economically weaker sections of society affected by the COVID-19 pandemic.

The program includes food distribution to eligible households and cash transfers to women and the elderly. The scheme is being implemented as part of the larger Pradhan Mantri Garib Kalyan Package, which aims to provide relief to those affected by the pandemic, especially the poor and marginalised.

The program aims to help mitigate the economic impact of the pandemic on the most vulnerable segments of the population and provide support for their basic needs.

Under this scheme, the government provides 5 kg of free food grains every month in addition to subsidized ration to families under the Public Distribution System under the National Food Security Act.

In January 2023, the Center merged PM-GKAY with the National Food Security Act till December 2023. In the Union Budget 2023, Finance Minister Nirmala Sitharaman announced that the central government will spend Rs 2 lakh crore under the Prime Minister Garib Kalyan Anna Yojana for the entire year 2023. So far, more than 80 million people have benefited from the scheme.

Prime Minister Garib Kalyan Ann Yojana: Eligible

Below are the eligibility criteria to avail the benefits of Pradhan Mantri Garib Kalyan Ann Yojana:

  • Families falling under the Antyodaya Anna Yojana (AAY) and Priority Households (PHH) categories will be eligible for the scheme.
  • PHH will be determined by the State Government/Union Territory Administration as per the criteria developed by them. AAY families have to be identified by the States/UTs as per the criteria prescribed by the Central Government:
  • Households where the head of the household is a widow or a terminally ill person or a disabled person or a person aged 60 or older who has no means of living or guaranteed social support.
  • Widows or terminally ill people or disabled people or people 60 years of age or older or single women or single men without family or guaranteed social support or means of living.

  • All primitive tribal households.
  • Landless agricultural laborers, marginal farmers, rural artisans/craftsmen such as potters, tanners, weavers, blacksmiths, carpenters, slum dwellers and subsistence earners daily in the informal sector such as porters, coolies, rickshaw pullers, handcart pullers, fruit and flower sellers, snake charmers, rag pickers, shoe wearers, the poor and other categories Other similar items in both rural and urban areas.
  • All families below the poverty level qualify for people living with HIV.

The scheme is applicable to all ration card holders under the National Food Security Act, 2013.
